BAKU, Azerbaijan, September 21. Associate
Professor of Constitutional Law at Baku State University, Doctor of
Philosophy in Law Nasib Shukurov has delivered a speech as an
expert at the Azerbaijani Constitutional Court session, Trend reports.
The Chairman of the Central Election Commission (CEC) of
Azerbaijan Mazahir Panahov provided a detailed account of the
electoral process, starting from the preparation period for the
parliamentary election.
Panahov noted that by the decree of the President of Azerbaijan
dated June 28, 2024, snap election to the Azerbaijani parliament
was announced and scheduled for September 1, 2024.
“In accordance with the Election Code, the CEC, responsible for
the preparation and conduct of the election, immediately began work
and approved the Calendar Plan. After the announcement of the
election, the nomination and registration of candidates for
deputies began. Necessary conditions were created for all citizens
with voting rights. For the first time in the history of election,
there was a high level of activity from candidates and the
Azerbaijani public in terms of participation in the election,”
Panahov said.
He also highlighted that the nomination and registration of
candidates were conducted transparently and openly, and all
candidates were provided with the necessary conditions for their
campaign. Ballots were produced on time and delivered to the
precinct election commissions.
It was noted that numerous observers and international media
representatives monitored the election.
Panahov emphasized that complaints received by the CEC were
reviewed, and appropriate decisions were made. Over 1,500 social
media materials were examined in connection with 24 electoral
districts. According to him, the CEC reviewed all complaints, and
election results were annulled at 35 polling stations across 17
electoral districts.
The CEC chairman also mentioned that 54 polling stations were
established in the liberated territories.
Afterwards, he answered questions, and the opinions of experts
and specialists present at the plenary session were heard.
Judge Kamran Shafiyev said that the Republican Prosecutor’s
Office received 13 complaints related to the parliamentary
election, which were forwarded to the Central Election Commission
of Azerbaijan for review. He noted that the results of these
reviews did not affect the overall outcome of the election.
The rapporteur judge Rovshan Ismayilov briefed on the
scheduling, conduct, and results of the parliamentary election.

Abdullayev has declared the meeting open. Members of the board and
the court secretary were represented at the meeting. Information
from the reporting judge on the setting of the date, conduct, and
results of the election is heard.
During the session, the rapporteur judge Rovshan Ismayilov
briefed on the scheduling, conduct, and outcomes of the
parliamentary election.

It was highlighted that numerous observers and international
media representatives monitored the parliamentary election.
To note, on September 16, the Azerbaijani CEC summed up the
results of the snap election and submitted the relevant documents
to the Constitutional Court for approval of the results and
outcomes of the election.
The snap parliamentary election was held in Azerbaijan on
September 1.
A total of 112,749 local observers were registered to monitor
the election. More than 65,000 of them were representatives of
political parties. The number of registered international observers
was 598 people, representing 51 organizations in 69 countries.
Out of 990 registered candidates in the parliamentary election,
305 are representatives of 25 political parties. Although 371
candidates are members of political parties, they were not
nominated by the parties to which they belong. In total, 676
candidates have political party affiliation.
